DSIE (“Daisy”) an electronic tool for inter-institution information transfer

ABSTRACT

Circulation of pertinent information is paramount to good quality care when a patient transfers between institutions and from institutions to home. Pertinent and timely information is critical for health care providers to ensure continuity of care. Yet, it is important to consider issues of confidentiality of circulation and the quality of the information provided. Information technologies can support these information requirements.

The province of Quebec has developed a standardized tool to communicate patient information between institutions. The fact that patients may travel between different regions to receive care (especially when requiring tertiary or quaternary care) suggested that the same tool should be developed for the whole province. The electronic tool DSIE (pronounced “Daisy”) is the product of the merger of the different communication tools which existed before. The new standardized tool has been approved for provincial deployment at the end of 2003 and as of the end of 2004, hundreds of institutions are using it. The information travels on the protected Health Care communication network and ensures protection of personal information.

This concurrent track will present the history of the development of the provincial tool, the challenges of its deployment at provincial, regional and local levels, and will present the benefits to nursing practice and to patient care services.

ABOUT THE AUTHORS

Claude Lemay, MSN

Claude Lemay holds a Master degree in Nursing from McGill University. He currently holds the position of Clinical Advisor in the Nursing Informatics Service of the McGill University Health Centre. In that position, he acts as an analyst and consultant to the nursing directorship in the areas of information systems choice, implementation and evaluation.

Carol Common, MSN

Carol Common holds a Master degree in Nursing from McGill University and a Nurse Practitioner Certificate from U of Alberta. She currently holds the position of Senior Advisor, Community Outreach, at the McGill University Health Center. In that position, she plays a consultant role and a project leadership role within the nursing department in strengthening clinical links with outside organizations and institutions to enhance continuity and quality care. She is also responsible for the hospital-community liaison nursing teams at MUHC.
